for a child and her parents. A great many parents support their child's right to an abortion. But even if parents do not wish their pregnant child to abort a potential grandchild, the decision is still up to the underage mother. The rights of the young mother still take precedence over that of her parents.

Prop. 73 puts an added burden on physicians who must let parents know of the child's intent to have an abortion through certified mail but we're pretty sure a doctor wouldn't perform other surgery on a minor without parental permission let alone notification.

Remember, Prop. 73 only requires parents be notified. This is perfectly reasonable and does nothing to prevent a minor child receiving an abortion.

For critics who say some parents are unreasonable and could harm their daughters or eject them from the home if they found out they were pregnant, and/or wanted an abortion, Prop. 73 offers remedy.

The measure specifically allows for a minor to ask a juvenile court to waive the notification requirement and for the court to grant that request if it finds the minor mature and well-informed enough to make such a decision on her own or if notification would not be in the minor's best interest.

The measure is designed to ease this process. The petitioner would not have to pay court fees, would be appointed a temporary guardian and given other assistance including an attorney. In addition, the identity of the minor would be kept secret for further protection.

Those who drafted this measure are concerned for parents who only wish to be informed of what can be a life-changing medical procedure, so that they may offer counsel, support and care for their own child.
