Two former Salem-Keizer School District administrators will not be disciplined for their handling of complaints about a teacher who later admitted sexually abusing students.
The Oregon Teacher Standards and Practices Commission said Thursday that there was insufficient evidence to proceed with disciplinary action against Pat Mack and Mark Davalos.
State Sen. Vicki Walker, D-Eugene, filed the complaints in February after the Statesman Journal reported that the district had received complaints about former Houck Middle School band director Joe Billera's inappropriate behavior with students as long as four years before his arrest last October. The district never placed Billera on leave, never hired an independent investigator and never reported the complaints to the TSPC.
Mack retired at the end of the 2002-03 school year. Davalos left the district in November 2004 to take an administrative job with Portland Public Schools. Neither responded to requests for an interview Thursday.
The families of three of the girls have filed notices of plans to sue the Salem-Keizer School District and others for failing to "monitor, supervise, investigate and generally control Mr. Billera."
